Add role assignment in access control is disabled

Possible reason: “Beta: Use Unicode UTF-8 for worlwide language support” is checked in locale setting
Solution:

• Control panel > Clock and region > Change date time of number format > Administrative > Change system locale
• Uncheck: “Beta: Use Unicode UTF-8 for worlwide language support”
• Restart VM
